BenCamp: Ensuring State Capacity for Accessible, Secure, and Accurate Digital Benefits Delivery

Ensuring state and local government capacity for accessible, secure, and accurate digital benefits delivery requires cross-sector collaboration and partnerships. Over the past few years, we have seen new leadership, growing investment, and the scaling of promising practices that have allowed state and local governments to deliver in new ways. This moment in time requires bolder approaches and closer coordination and collaboration.

On June 25–26, 2025, the Beeck Center for Social Impact + Innovation at Georgetown University hosted BenCamp 2025 for nearly 60 expert digital services and benefits practitioners from state and local governments, nonprofits, academia, and philanthropy in Seattle, Washington. Together, we mapped existing work and the adoption of best practices, wishes for future collaboration, and where organizations could immediately help. Through these shared priorities, we are able to identify how to best improve digital benefits access and service delivery, raise awareness of opportunities where the ecosystem can provide needed support, and track our work over time.

BenCon: The Digital Benefits Conference

More than 120 practitioners from 70 organizations gathered in Washington, D.C. on June 13-14, 2023 to collaborate on the future of public benefits delivery at BenCon 2023, the first-annual convening of the Digital Benefits Network at the Beeck Center for Social Impact + Innovation at Georgetown University. The first day featured collaborative working sessions and research report outs. The second day opened with talks and panels, followed by “learn something, build something” workshops on AI, procurement, digital identity, and reaching beneficiaries.

BenCon 2024 brought together more than 200 government leaders, cross-sector practitioners, researchers, advocates, and students who are improving digital delivery of vital programs. Together we explored core topics to navigate accessible, effective, and equitable technology in public benefits. Core themes included improving digital service delivery, digital identity, automation and artificial intelligence, and timely topics in public benefits. We sought to position ourselves in the moment we’re in—socially, politically, and technologically—to continue to chart the course to excellence in digital benefits delivery.

Civic Design Community + Conference

The Civic Design Community and Conference brought together global designers who work with, alongside, and in response to government. I was the lead curator in 2021 and 2022.

Civic Design Camp

Building on the original Civic Design Camp in San Francisco, the East Coast Edition in 2014 gathered 70 civic design enthusiasts in Brooklyn for a day-long “unconference,” which invited participants to host sessions and co-create the program.
